Increase accuracy of annotation attachment heuristic

The Ptolemy diagram synthesis applies a heuristic to determine which actor a given annotation annotates, if any. The heuristic uses a maximum attachment distance to put a maximum bound on how far annotations and actors can be apart and still be considered for attachment. This bound was chosen arbitrarily.

Conduct an experiment and find the optimal setting for that bound.
